Abstract

The quality of education largely depends on the competence and leadership capacity of educational institution leaders. Effective management of educational institutions requires highly qualified administrators who possess strategic thinking, leadership skills, and the ability to adapt to educational reforms and innovations. Therefore, the training and professional development of educational leaders has become a priority in many countries. This article provides a comparative analysis of the systems for training and professional development of educational institution leaders in Germany and Uzbekistan. The study examines the organizational structures, training mechanisms, qualification requirements, and professional development opportunities for school leaders in both countries. Particular attention is given to the role of continuing education, leadership training programs, and state policies in improving educational management. The research highlights similarities and differences in the approaches used in Germany and Uzbekistan and identifies effective practices that could contribute to improving leadership development in the educational sector. The findings demonstrate that systematic professional development, continuous training, and competency-based approaches play a key role in strengthening educational leadership and improving the quality of education.
