DIALOGUE, SANCTIONS, AND PRAGMATISM: UZBEKISTAN–FRANCE RELATIONS (2001–2016)

Abstract
Abstract: The period between 2001 and 2016 represents one of the most complex and dynamic phases in the history of relations between Uzbekistan and France. During these fifteen years, bilateral relations evolved under the influence of major geopolitical developments, regional security concerns, the international campaign against terrorism, and the European Union’s policy toward Central Asia. While political relations experienced periods of both rapprochement and tension, cooperation in economic, cultural, educational, and scientific fields continued to develop, providing a foundation for the strategic partnership that would emerge in later years.
The trajectory of Uzbekistan–France relations during this period can be characterized as a process of dialogue, sanctions, and pragmatic engagement. Initially strengthened by common security interests related to Afghanistan, relations later faced challenges following the events in Andijan in 2005 and the subsequent sanctions imposed by the European Union. Nevertheless, both countries maintained channels of communication and continued cooperation in areas of mutual benefit, particularly in culture, education, archaeology, and trade.
